Rob,

The ORAWIN95/BIN is in my Path.

A Delphi User just pointed me to the solution. Although the ORACLE Client and Server are communicating over TCP/IP, I had to set the BDE NET PROTOCOL parameter to TNS. I still think it's strange, but it works.
