Questions on user commits/user calls in utlbstat/utlestat report

Can the data created from utlbstat/utlestat scripts be used to determine transaction rate volumes for Oracle? Specifically, can user commits under the per second heading be construed as transactions per second? If not, is there a way to figure this information from the report? Also, whats the difference between "user commits" and "user calls"?
