Probably the instance has not started automatically. Check that automatic start of instance is expected, e.g. using Instance Manager.

If not, you can use ORADIM73, using -EDIT, to make it start automatically.

If it is expected to be automatic, then it has failed. See the log file in <HOME>RDBMS73\oradim73.log for an error message.

Also check your init<sid>.ora file for TABs, as these can stop the instance starting automatically.
