In addition the following suggestions:
Check out your TNS_ADMIN registry key, it should point to the directory where TNSNAMES.ORA (and SQLNET.ORA) resides. If there is no TNS_ADMIN in your registry, these files should be in the directory %oracle_home%\network\admin (usually: c:\orawin95\network\admin)
If these clients are at different locations check out the TCP/IP configuration. Start with ping <nodename> if that works, try TNSPING <SID>. Once you get a response there, it should work fine. Otherwise, check out subnet-masks, routing or host-tables, consult your network manager.
