Win95 Client Connecting to Oracle Workgroup Server

I have oracle 7 workgroup server for windows NT. Trying to use PLUS33W an sql tool to access the oracle database from a windows 95 client

My WIN.INI configuration is as follows

[ORACLE]
Ora_Config=r:\orawin\oracle.ini

The map drive r: is also the nt server with the oracle database on it.

My path in autoexec.bat has R:\orawin\bin

I have two clients which have the same configuration both are windows 95a they both use tcp/ip as the network protocol and the server is only configured for tcp/ip, however one of them works and the other doesn't. The one that doesn't gives the following error ORA-12203:TNS:Unable to connect to destination.

Any help would be most appreciated.
