Yes, I have used OR 7.1.1 and 7.1.2 on a Windows NT 3.51/4.0 machine, Compaq prolaint 4000 server, 196Mb RAM and 1 Pentium processor. We started with 25 user and went up to 200 (up to 70 concurrent sessions users max.)
