Have you check the tnsnames.ora file in the box A? You have to include the name of the SID in box B in the tnsnames.ora file (if you are not using Oracle Names). You need the name set in order to create the dblink.

also make sure that box A can talk to box B in the /etc/host file. (<- I hope I am right about this.. not very sure)

if you still cannot get it to work. Also check the protocol.ora and sqlnet.ora files for their setting.

In order to check if the sqlnet is working. Try this tnsping <hostname>
