Hey Mike... sounds like Oracle bug/Feature 322904, get this patch!

Attached are the following:

-rwxr-xr-x 1 patch patch 786 Apr 4 1997 README.429046
-rwxr-xr-x 1 patch patch 48538 Dec 9 1996 kgl2.o.Z

<Bug:322904> Performance gradually declines but then may come back to normal

This problem was introduced in Oracle 7.2.2.3.     The problem usually shows up as a gradual degrading of performance which     may then suddenly come back to normal. For some applications, especially     where the shared pool is small, the problem may show as an abrupt dropin     performance rather than a gradual slowdown.     The main symptoms of this problem are lots of waits for 'latch free'    (for the shared pool and library cache latches) and waits for 'library cache

pin'. If you suspect you are encountering this problem you should collect

output from the 'utlbstat/utlestat' reports when the system is running     slowly and also run the following query several times saving the results: Received on Mon Sep 07 1998 - 00:00:00 CDT
