We only had problems when accessing files on a remote host (Windows Network).
I'd first try whether or not the filter is working correctly (one of the w*.bat in Oracle\bin). Next try the same filter with direct data storage, else put the whole path into your table column and use the default_osfile preference without specifying the path attribute. No more ideas, good luck
