 Hi,
It looks like your Listener.ora file is not configuired properly. try tnsping ora_ins.world
if not, change the listener.ora to include:

(ADDRESS =

       (COMMUNITY=tcp.world)
       (PROTOCOL=TCP)
       (Host=10.202.32.31)
       (Port=1521)
