I would have assumed that a single process could use only a single processor - the fact that s000 is running at 100% ( is this all the time or intermittently) suggests that the session that is in the Oracle virtual circuit is working very hard on an SQL statement (or PL/SQL procedure) that is a candidate for tuning.

How many other shared servers (i.e. s001, s002) do you have on the system, and how much CPU are they using, and how many active end-users sessions are there ?
