owa_init in different database users

Hello,
System: OWAS 3.0.1.0.0 and ORA 7...

-there are 2 database users: A and B:
-all PLSQL procedures (generate HTML-pages) belong to A
-in owas there are 2 DAD's a and b and 2 agents Aa and Ba
-if anyone want to acces to the generated pages is, he have to login
-this login check is different with agent Aa compared to agent Ba
-the owa and htf/htp packages are only installed in user A
-other user can acces to this packages via public synonyms

This features are unchangeble.
Now my Question: How can i implement a different "validate login"-part in owa_init.
Can i install the owa_init package in user B too?
