What does the explain plan show? Have you updated the statistics or are you rule based? What is the full version of Oracle and of the Os that you are running on?

If the entire database is hanging and not just the session doing the query then you may have some type of resource problem. Take a look at the v$syswait and v$sysstat for the instance to see if anything stands out as a problem you can fix via init.ora parameters, otherwise it would probably be bug related.
