Possibly you need to update listener.ora in <oracle home>/net8/admin so the listener knows it should listen for the database SID e.g.:

SID_LIST_LISTENER =
  (SID_LIST =
    (SID_DESC =

      (GLOBAL_DBNAME = DES)
      (SID_NAME = DES)

    )
 ...
