enterprise manager stop oraclenameservice80

hello everybody.
I am using oracle80 based on winnt4.0.
the problem is everytime I try to logon the enterprise manager the oraclenameservice80 service is stopped, so i can logon the enterprise manager at all.
another problem is the net80 easy cofig can not be atarted. once i try to start net80 easy config no response and the java.exe occupied the whole CPU time.
so please help me .
