LONG RUNNING QUERIES

In monitoring an ORACLE database, is there anyway to proactively check for long running queries (> 15 seconds in OLTP) without a user calling and saying "my response time is so slow". How can I monitor the system for long running queries and know which query(ies) is/are the culprits?
