For NT, this file is in %ORACLE_HOME%\network\admin\tnsnames.ora - and make
sure your ORACLE_HOME is set, as well as %ORACLE_HOME%\bin in your path.  Use
TNSPING <tnsname> to ensure your tnsname is found and that a listener is set
up on the server the tnsname refers to.
