Start by performing a full analysis of your system *before* you change anything.

  1. Analyse the execution plans for the sql your reports issue. Tune the sql.
  2. Monitor the Oracle enviroment whilst your report is running. Tune as necessary, being careful you don't skew your entire system around just this report.
  3. Do point 2, but this time for your OS (UNIX, NT, etc.)

The above isn't your solution, it's just where you should start. Come back with some hard data if you run into any particular problems.
