It is hard to tell if it has any effect on performance. Normally you split applications over diverent tablespaces to split I/O going on to tables or indexes in that tablespaces. But if all tablespaces thus there datafiles are on the same disk it doesn't help for I/O. But , if you have only one disk it is still good to seperate tables and indexes because you are better organized.
So it is hard to tell if you DBA does the right thing. But if you have complains about performance then maybe you should get a second opinion.
