Hi Dear ,
I will try explaining this. Once you have reached 80% and then if you delete some rows that block will not go to the free list, untill and unless it reaches below 50%, only at that point this block will goto free list and you can insert new rows. Or in another way when the block is being used for the first time you can continue inserting upto 80, but once it has reached 80 it will be taken away from the free list and will come to the free list only when it is below 50. I think it explains this thing.
