NT should be the simplest solution overall. Microsoft is in nearly every country, so there should be little problem of getting the software local. Oracle is very stable on the NT platform. We have been running it at our client site for two years and have not had a major problem. With only 10 to 15 concurrent users you will be able to get a smaller server for less money and have all of the same great benefits.
