  Oracle as installed out of the box has two accounts other than the INTERNAL one. They are SYSTEM who has default password MANAGER and SYS who has CHANGE_ON_INSTALL for the default password. After ensuring that your ORACLE_SID is correctly set you may, in a command widow, type sqlplus80 system/manager and you should get a logon.

If this happens your instance is up and Oracle, at least, thinks you are ready for action.

I have no JAVA experience so I'm going to dodge that part of your question.
