Running a C program from a WebServer Application

Hello !

Is there a way to run a C executable program from a WebServer application designed with Designer/2000 ? Here are my system specifications :
Windows NT 4
Orcale 7.3
Designer/2000 1.3.4
Web Application Server 3.0
