Can't connect the user "identified externally" from NT4.0

I created a user, OPS$MR_X, which is "identified externally" on Oracle 8.04-NT4.0 server. The user has an NT account MR_X, also the line
"OS_AUTHENT_PREFIX=OPS$" was added to the init*.ora file. The user has been
"grant"ed all necessary roles and privs e.g. CONNECT, CREATE SESSION ...

However, when he tries to connect from either the tools or directly from
"plus33 or plus80 or plus33 or plus80w", it fails everytime and he gets
prompted for the password. Any idea why this is happening and any remedy? Thanks in advance.
