Worse: If you don't use Personal Oracle on your local machine, you will even need an additional 'license set', which counts up to at least 5 licenses!

Oracle is licensed in 'concurrent devices', which means the max. number of machines connected to the database *at the same time*.
Every database server needs one 'license set'.
