When dropping a temporary tablespace you must review the temporary tablespace of all users whose temp tablespace pointed to it.

To drop and recreate any rbs tbsp, ensure that no rbs allocated here doesn't "support" (oh, my horrible English) any active transactions. You must do so:

Drop the rollback segments manually.
Ensure there will be enough rollback segments in other tablespaces. Drop the tablespace.
Re-create it.
Create the same rollback segments.
