When you say "utility" are you referring to the "Oracle RDBMS Utilities", i.e. any of Server Manager, SQL*Loader, Export/Import or, in a broader sense of utility, SQL*Plus ?

If this is true, it seems to me that you are accessing them from the command line/a DOS window without setting up the ORACLE_SID environment variable and possibly the ORACLE_HOME variable. The %ORACLE_HOME%\bin directory seems to be included in the PATH, though.
