Still, I have some doubts. As far as I know the new run time is calculated when the job is finished, but I can't check it right now. If so, then next_sec can be 16:00:00, but I really doubt that next job being started before 16:00:48! The Oracle scheduler just scans the all_jobs table every now and then, and triggers the jobs which are due, or overtime. So, if at 4 p.m. you submit a job to run at 2 p.m., then indeed Oracle will start running it as soon as it scans the job tables. Still, the job can never be run before you submit it...
