There's a lot more to it than that. You will need to consider availability and cost of local hardware and software support. Also consider interal experience and expertise. Draw up a list of what things you want your new server to do, and rate each one against the list.

I'd be rating them against; Internal (to your company) software exptertise, Internal (to your compay) hardware exptertise, local vendor software support, local vendor hardware support, level of Oracle support, benchmarked performance, on-going maintenance cost, purchase cost, scalability, environmental suitability, lights-out display etc.
