Jim,

Make sure you didn't try to connect to OEM as SYS, Internal, or System. In the Enterprise Manager Group is the Repository Manager. Run that and validate, drop, or create the repository from there. This should give useful errors if it fails. But you should be able to at least drop and recreate the repository so the console will be accessible.
