You can embed PL/SQL anonymous blocks, as well as SQL, in C or C++ programs, using the Oracle Pro*C precompiler. If you go to http://technet.oracle.com and sign up for their free technical service, you'll get access to ALL of their documentation, including the Pro*C precompiler and OCI manual. This is a very good resource and it's free.
