Restore and Recover are 2 different things.

If you expected 13,000 rows in the table, then you only RESTORE the tablespace (and do not RECOVER - which applies the on-line and archive logs to get the tablespace back to the point of failure). This would replace the existing datafiles associated with the tablespace with the latest backed up copies of those data files. Unfortunately if you wish to restore to a particular 'POINT IN TIME', all your datafiles (not just those associated with this tablespace only) will have to be restored to that point in time and your database will be brought back as of that particular time and any changes - updates, inserts, deletes (including ones to other tablespaces) will be lost.
