that would be a checkpoint... they happen on every log switch (Oracle logging is very different from Sybase logging -- they don't do log switches), upon demand (alter system checkpoint), on a timed basis (you set the time), on an amount of changed data (you pick the amount)..

the Oracle Server Concepts Manual is a good starting reference....
