There are a couple of causes for this error (I'm referring to the failure to retrieve the message). Make sure that the ORACLE_HOME environment is set properly. If it is, make sure that $ORACLE_HOME/rdbms/mesg/oraus.msg exists and is readable by the Oracle user.
