From my own notes:

ORA-12203 TNS: Unable to connect to destination

Cause: 1) NT Service not started: OracleTNSListener

           2) Incorrect TCP/IP host in database alias

If the listener is up, then check the definition of the database alias on your client. If you're using TCP/IP, make sure you can ping the server from your client. Try using the IP address instead of a host name.
