WebServer - problem spawning owa processes

Dear all,

I am getting this error with out web-listener:

An error occurred while the cartridge performed authorisation check.

                    and

The server had an internal error and could not process the request.

upon looking at the wrb21 processes on the server, it simply will not spawn more than 26 wrb (owa) processes. The webserver was installed with a 60 day trial version of web server v2.1.1 (is this the problem).

Any ideas as to oracle settings, OS settings that may be preventing the creation of the processes.
