Documentation for libsvrmgr*.a libraries?

Perhaps I'm looking in the wrong place, but I cannot see any documentation of the libsvrmgr*.a libraries (or more exactly the functions in the libraries).

I was hoping there was some programmatic interface to the operations (database startup and shutdown in particular) that can only be performed from the svrmgr command line.

Where can I find descriptions of the functions in these libraries?

Is this simply an API not exposed by Oracle?
