Problems creating database link in Oracle 8

I am receiving an error when I try to access a newly created database link.

Details: The error is an internal programming exception. The two servers are running the same version of Oracle 8 and SqlNet. The tnsnames portion seems to work correctly because I am able to access the other server using SqlNet and a different connect string. The link is a public database link. I have
talked with Oracle support and the only suggestion that had for me is to apply an 8.0.4 patch. My operating system is OpenVMS on an alpha - version 7.0.

A patch? I just got Oracle 8 the other day and I need a patch for creating a
simple database link?

Has anyone seen this before? Any suggestions to get a better idea of what the problem could be? The trace file was not helpful. What all is needed from
Oracle to set up a database link?
