Using MS Access 97 to create a user in Oracle

Has anyone used MS Access 97 to create a user in Oracle... I have started creating an Access module to connect via sqlnet to the Oracle database, but am running into problems writing the create user part... Thanks for any help or suggestions, or sample code...
