Communicating Between Databases

I realize this is a complicated question. But how would you set up a customm  standalone application/database to send information to outside computer software packages such as another Oracle Forms software application or to an Oracle Applications module? How do you let the other application know when data has changed? And how would that other application pass information into my application/database if necessary and let it know when information is changed? TIA.
