Hi!
I've been getting a lot of those too, especially after installing
Oracle8 on the same computer as Oracle7.
What I found was that the LOCAL parameter in the register base was set,
and that SVRMGR tries to connect to this instance. If for some reason it
doesn't recognize the TNS name, it will give you this error, and
connecting to the instance is impossible.
The LOCAL parameter is an old reminisense from back when computers where huge and hummed nicely all day. It's mostly used locally at clients to force ONE connection. It should not be used on the server, and why it had this entry upon install I have no idea.
I removed the LOCAL parameter, and now everything works nicely.
