Newbie. Please help me the error

Hi,

I just was installing Oracle8Enterprise on WinNT4(with service pack3) and when I tried to create database in 'Oracle database Assistant' it gave me the message

ORA-12203: TNS:unable to connect to destination

Would you please suggest what to do
