Is it possible to HOST an application on a Client PC from a Web enabled Form?

Can anyone advise please...?

I have a Forms 4.5 Form running in a web browser with a Push Button for an end user to click on. This button fires a 'WHEN-BUTTON-PRESSED' trigger which utilizes the HOST command to start SQL*PLUS and run a script which generates a report for the user on the client PC. However, when the button is pressed SQL*PLUS starts on the Server rather than on the Client!!!

Is there a way of telling the HOST command that it should start the version of SQL*PLUS (or any other application for that matter) installed on the client rather than the server application? Might there be variables on the client which can be accessed?
