I just experienced this problem today.  Believe it or not, by changing
the case of the


SID=<sid_name>  in the TNSNAMES.ORA and the LISTENER.ORA to match that
of the ORACLE_SID value, I cleared up the problem.



In other words,  if



    $ echo $ORACLE_SID



returns   "prod"


and the SID=PROD  in tnsnames.ora and listener.ora, then I got the
error.


but if    SID=prod  then the error went away.
