How to HOST an application on Client PC

Can anyone advise please...?

I have a Forms 4.5 Form running in a browser with a Push Button for an end user to click on. This button fires a 'WHEN-BUTTON-PRESSED' trigger which utilizes the HOST command to start SQL*PLUS in silent mode and run a script which generates a report for the user on the client PC. However, when the button is pressed SQL*PLUS starts on the Server rather than the Client!

Is there a way of telling the HOST command that it should start the version of SQL*PLUS installed on the client rather than the one on the server?
