You should have a different version of the catalogue database depending on the version of EBU that you are running. This is because the table structures may not be compatible between versions.

However, when there are multiple database instances all being backed-up using the same version of EBU, I would then use the same catalogue for all of these instances. This keeps administration easier, as there are less catalogues to monitor. You would not really want to create a new catalogue database for every new database that you intend to backup.
