Hi Ed,

   It depents on your database usage, you need to utilize those 2 parameters differently. I suggest you set the SGA and db_block_buffers to a low number initially then monitor the cache hit rates (data dictionary, library cache hit rate and data buffer) and adjust them accordingly.
