Probably, you're using SQL*Forms 3.0 or Dev/2000 rel 1.x. In these tools PL/SQL version is 1 or 1.1 (dev2k). This version of PL/SQL was in Oracle 6 database. In fact, Forms 3.0 was introduced with this RDBMS version.
As I know there's no way to relink SQL*Forms 3.0 with PL/SQL 2.x coming with Oracle 7 environment (from 7.0 to 7.2).
