Oracle development environment

Hi everyone,
Can anyone tell me what is the most stable Oracle 8 version( i thjink it is 8.0.3) and the most stable Oracle 7 version? I heard Desingor and Developer 2000( the web version) have compatibility problems with Oracle 7.3.3 and / or 8.0. Can anyone help me with the correct versions and compatibility?
