Newbie: How can i create INDEX file..?

Hi, I am trying to create index file from test database to use them for the PRoduction database. I have tried the IMPORT/EXPORT with the INDEXfile option but this method creates lots of burden on network.It had almost shutdown the system.... Does anybody know how can i do this.
